BRIEF ON COMPUTERIZATION OF LAND RECORDS OF SINDH

(A) INTRODUCTION

Government of Sindh initiated computerization of land records in pursuance of directives of the former President in September 2011 and under directives of Supreme Court of Pakistan on 29-06-2012. A revised plan was prepared in consultation with NADRA namely “Land Administration & Revenue Management Information System (LARMIS)” at total cost of Rs.4.997 billion.

 

The revised project was approved by the PDWP Forum of the Planning & Development Department in November 2011 and it received assent of the Honourable C.M Sindh on 30th December 2011.

 

 

All the main deliverables of the project have been achieved by Project Management Unit, Board of Revenue and the computerized land records facility has been successfully launched on 12th April 2016 by the Honourable Chief Minister Sindh. Following are the notable achievements:

 

(B) ACHIEVEMENTS

(1) ONLINE ACCESSIBILITY OF COMPUTERIZED LAND RECORDS

(a) 90% of the land records of all 29 Districts maintained since 1985 have been computerized through scanning, indexing and data entry followed by its verification through Deputy Commissioners. The remaining 10% of the record mainly includes burnt record which is being reconstructed by the BOR and will be included as and when made available.

 

(b) Computerized database consists of more than 15 million scanned & indexed pages of original record pertaining to 7 million landowners.

 

(c) A dedicated web site namely www.sindhzameen.gos.pk has been developed and details of computerized data of all Districts have been uploaded.

 

(d) Free Mobile Application namely “Sindh Zameen” has been developed by PMU Software Team & launched to provide free access to land records.

 

(2) DATA CENTER & DISASTER RECOVERY CENTER:

A 7 TB Tier III Data Center has been established at Revenue House, Clifton, Karachi and a backup Center (called Disaster Recovery Center) is established at Hyderabad for storage.

 

(3) PEOPLES SERVICE CENTER

(a) A Peoples Service Center has been established in each of 27 Districts of the Province and the services to people have already started.

 

(b) All Service Centers are connected with Data Center for immediate access to record.

 

(c) Printed copy of computerized record alongwith image of original record is provided to people in 15 minutes at Rs.150 on a specialized security paper with multiple security features including QR code

 

(d) With the approval of CM Sindh, IT literate and trained team of District Manager, Assistant District Manager and 2 DPA has been appointed on merit basis through written test conducted by IBA Sukkur and deployed at each Service Center.

 

(e) Service Centers are connected with Verisys services of NADRA to store national identity, biometrics and photograph of applicants.

 

 

(f) With the central system, unlike other Provinces, land record of any District can be obtained through any Peoples Service Center.

(4) A Call Center has been established @ 111 267 467 to address complaints and queries of applicants/public.

 

(5) To give legal sanctity to the computerized record facility, amendments have been made in the Sindh Land Revenue Act 1967 through legislation by the Provincial Assembly.

 

(C) COMPLIANCE OF PROCUREMENT, FINANCIAL AND MONITORY REGULATIONS

 

(1) SPP RULES 2010 (AMENDED 2013)

All the procurements made under the project have been conducted in accordance with competitive bidding procedure prescribed in SPP Rules 2010 and documents including contract agreements signed are hoisted for public on the website of SPPRA as per Rule 50. (Annex-D)

 

(2) NAB ORDINANCE 1999

Moreover, in compliance of Section 33-B of NAO, 1999, all contracts costing above 50 million have been submitted to NAB Sindh & Islamabad. Receipted copies of the same are also submitted herewith. (Annex-E)

 

(3) FINANCIAL REGULATION COMPLIANCE

The Auditor General of Sindh has also conducted detailed annual audit of project accounts for FY 2011-12, 2012-13, 2014-15 which has also been found compliant. The project has been completed with savings of Rs.400 million.

 

(4) COMPLIANCE OF SUPREME COURT ORDERS

In compliance of Honourable Supreme Court orders in HRC Case No.3193-P of 2009, progress report has regularly been submitted before the Honourable Court and at various occasions progress of Sindh has also been approved and appreciated by the Apex Court. In the last date of hearing on 20-04-2016, Supreme Court has directed verbatim to carry out the exercise of verification of Land records in Sindh by comparing

the same with microfilmed record of 1985. Such exercise is underway and an interim compliance report regarding the exercise and a progress report regarding the exercise has been submitted before the Court on 20-06-16.

In may be further clarified that no enquiry orders have been passed by the Honourable Court pertaining to the Land Record computerization project.

 

(D) COMPARISON WITH PUNJAB

(E) PROVINCIAL RECORD CELL AND LARMIS

1) PRC was established in October 2010 to keep repository of all fresh mutations in revenue record in compliance of order of High Court of Sindh in CP D-09 of 2010.

2) PRC is mandated to scan & index mutations in land record after October 2010 till date.

3) In the year 2014, Senior Member Board of Revenue Sindh assigned administration of PRC to Member R&S, after which record of PRC became integrated with LARMIS and its IT infrastructure was enhanced to bring it in compatibility with the LARMIS system.
